In the 1970’s the founders of Kitsap Tenant Support Services were among the very first providers in the state of Washington to create Independent Living Programs that would benefit individuals with developmental disabilities. These supportive living programs were essential and necessary in providing this vulnerable population with the opportunity to express personal power and choice in every aspect of their lives. This type of service system created a national movement towards downsizing the institutionalization of the developmentally disabled.

Kitsap Tenant Support Services understood that all individuals with developmental disabilities’ should be provided every possible opportunity to live in a manner consistent with the general citizenry.

Kitsap Tenant Support Services continues to develop and implement new techniques and program approaches. This provided opportunities for positive changes for personal growth and development towards maximum independence.

In 2005 Kitsap Tenant Support Services expanded its supported living services operations in Clallam and Jefferson County establishing the Olympic Peninsula Supportive Living (OPSL) Program.

The supportive living programs throughout Kitsap, Jefferson and Clallam County promote a wide range of experiences that enhanced their quality of life and living experiences for the developmentally disabled adult. Participates are enrolled through the Aging and Disability Services Administration.

Kitsap Home Care Services is specifically designed to help individuals maintain their independence in their own home, providing services in the activities of daily living (ambulation, personal hygiene, transfers, etc) and the instrumental activities of daily living (housekeeping, transportation for essential shopping and medical appointments).  More info.


While KTSS felt that it was meeting a vast need of services, for the developmentally disabled population it became apparent that services for the aging and vulnerable adults throughout the community were needed. Education opportunities for long term care workers were limited and not conveniently located within the county. In 1998 KTSS established their home care division, Kitsap Home Care Services and Training Center (KHCSTC).

The Training Center provides education to long term care workers. Instructors are state certified in the Revised Fundamentals of care giving curriculum as well as a variety of topics in continuing education and nurse delegation. In addition to long term care classes, the Training Center also provides training in CPR and First Aid and the state mandated blood borne pathogen/HIV. Classes are opened to the public and fees are posted on the web site. Schedules are displayed three months in advance.  More info.
